As many of you are aware, Bixby Public Schools implemented a new policy last school year limiting student cell phone use during the school day. This initiative was aimed at reducing distractions and supporting a more focused learning environment. We’re proud to report that it has resulted in meaningful success via a higher level of engagement and reduced related discipline issues across all school sites.
In alignment with this growing statewide momentum, the Oklahoma Legislature has now passed a new law, supported by Governor Stitt, prohibiting student cell phone use “bell to bell” in all public schools. This statewide mandate reflects what many districts, including Bixby, have already begun to prioritize: creating classrooms where learning comes first.
For students in grades PK-9, this law will not bring significant changes, as our current policies already meet the new requirements. However, for students in grades 10-12, the law expands restrictions to include lunch and passing periods, which were previously times when limited cell phone use was permitted.
Our policy now states:
Wireless devices include but are not limited to, cell phones, smartphones, smartwatches and glasses, headphones, earbuds, etc.
Students are prohibited from utilizing personal wireless devices while on campus from “bell to bell”. Exceptions may be made as follows:
Emergency use of cell phones/devices by students during the school day. Emergency use refers to situations where immediate communication is necessary for safety and security. This includes, but is not limited to:
Medical Emergencies - Calling 911 or a parent if a student or someone nearby is having a severe health crisis (e.g., asthma attack, allergic reaction, seizure); or
Natural Disasters or Lockdowns - Communicating with law enforcement or family during events such as tornadoes, fires, lockdowns, or other emergencies affecting the school.
A personal device may be used to monitor health issues as prescribed by a physician on a student’s medical plan.
“Bell to bell” means the time between the first bell ringing at the start of the school day to begin instructional time until the dismissal bell at the end of the school day to end instructional time
BHS will be following up with more detailed information about implementation, including how devices will be stored and protected during the school day, as well as the consequences for violations. We aim to ensure a smooth transition and clear expectations for students and families.
